Homeowners insurance companies can refuse coverage for prior claims, but there are companies which will insure your parents. See a good insurance broker.

Absolutely, they are going to have a DARNED hard time finding insurance coverage, especially as they had a house with an ARSON claim.

They can try to find coverage with a high risk carrier, like Foremost Insurance, or they can get limited coverage through their state FAIR plan.

They’ll have to talk to a local, independent agent, to help them get some coverage. And of course, they’ll have to have a house to insure, before they can insure it. They won’t be able to insure a burned out husk of a total loss building.

These facts seem a little odd. If there was an incendiary fire that could not be traced back to them, then it should not negatively affect their rating. I would recommend that they shop around, providing evidence as to the issues as asked by prospective agents (copy of the fire marshall’s report, copy of the Proof of Loss submitted to the carrier).
